The Virginia Cardinal Care program helps people who qualify for Medicaid choose the best health plans and providers for their family.
With a mission to improve the health and well-being of Virginians through access to high-quality health care coverage and services, the Department of Medical Assistance Services (DMAS) worked with Maximus to develop the Virginia Cardinal Care mobile app. The mobile app simplifies Medicaid enrollment by allowing eligible residents to compare healthcare plans and find providers through a one-stop tool for self-service.
Virginia Cardinal Care is an easy-to-navigate, intuitive mobile app that people can use on iOS or Android devices to accomplish tasks related to Medicaid enrollment and case management. We used person-centered design and plain language to make the mobile app easy-to-access, clear, and effective.
Virginia Cardinal Care engaged Maximus to develop a mobile app that streamlines access to healthcare for approximately 2 million people statewide. The mobile app makes sure each one of those people has an easy, accessible way to search for and select a health plan and provider, and to securely confirm important demographic, health, and plan information.
With the app, consumers can:
- Compare health plans
- Enroll in and change health plan coverage
- Find or change primary care providers (PCP)
- Get directions to nearby providers or hospitals
- Access important information in English or Spanish
For the program, the app increases efficiency and lowers costs. For the people, it offers a modern, easy-to-navigate experience that saves them time and effort on their journey to accessing healthcare. Since the app’s launch, it has received:
- More than 200,000 downloads
- Ratings of 4.8 and 4.7 in the Google Play Store and Apple App Store
- Hundreds of positive written reviews from Virginia residents
